Charles S. McLister joined Fairmount Behavioral Health System in October of 2009. Previously, he was a Divisional Director with Cornell Companies, Inc., managing the operations of multiple human service facilities in a national market (1999-2008). Between 1994 and 1999, he worked at Seabrook House, Inc. where he worked in numerous roles and eventually became the Director of Outpatient Services. He has spent 20 years as a clinician, supervisor, and senior manager, providing or supervising services such as drug and alcohol rehabilitation, treatment for specialized diagnoses, gender specific programming, alternative education, and behavior management services.
Chuck has a Master of Applied Psychological Research degree from Penn State University and a Master of Business Administration degree from Villanova University. He is also a Certified Alcohol and Drug Counselor and a Certified Clinical Supervisor with the Pennsylvania Certification Board. Chuck serves on the Bancroft Rehabilitation Services Board in Haddonfield, NJ and on the Hopeworks 'N Camden board in Camden, NJ. He is a member of the American College of Healthcare Executives.
Chuck is married with three children. |

Anthony Tortella, MBA

W. Anthony Tortella is the Chief Financial Officer (CFO) for Fairmount Behavioral Health System (FBHS).
Under the direction of the Chief Executive Officer, the CFO plans, directs, monitors,
coordinates, interprets and administers all functional activities and policies related
to treasury and finance, accounting, budgeting, provider reimbursement
fees, insurance, financial analysis, and new product design and pricing within FBHS.
Mr. Tortella came to FBHS in November 2010 with over sixteen years of experience in the financial,
health care, and hospital industries. He has management experience in accounting, budgeting, board
presentations, cash management, claims processing, financing, investments, information systems,
regulatory relations and strategic planning.
Mr. Tortella earned his BS from Rowan University in Glassboro, NJ and his MBA from St. Joseph's University in Philadelphia.
He has previously served as a CFO for Sunbury Community Hospital, practiced in Public accounting for several years,
and held a managerial role with the University of Pennsylvania.
Anthony is married to his wife Karen and has two children: Madalyn and Maxwell

Dr. Silvia Gratz

Dr. Silvia Gratz joined the medical staff at Fairmount on June 26, 2006 and was appointed the Chief Medical Officer in January 2011. She is also the Medical Director of N3, our High Acuity adult psychiatric unit.
Dr. Gratz completed her undergraduate studies at the LaSalle University, Cum Laude and received her D.O. from the Philadelphia College of Osteopathic Medicine in 1985. After her internship in Internal Medicine at Hahnemann University Hospital, she completed a residency in adult psychiatry at Hahnemann University Hospital in 1989 and a two-year National Institute of Mental Health (NIMH) sponsored fellowship in Clinical Psychopharmacology in 1991 at the Eastern Pennsylvania Psychiatric Institute (EPPI).
Board Certified in Psychiatry since 1998, Dr. Gratz has provided her expertise in many regional psychiatric facilities and has served as a Professor and Lecturer in the Department of Psychiatry at EPPI and the Drexel University College of Medicine. Notable positions include Director of ECT and Medical Director of the Schizophrenia Center at EPPI, Director of Adult Inpatient Services at MCP/Hahnemann and Interim Medical Director of Hahnemann University Hospital, Psychiatric Medical Care Unit. She has been the recipient of many teaching awards while on staff at MCP/EPPI as well as the Exemplary Psychiatry Award from the National Institute of Mental Illness (NAMI) and the MCP Physician Star Award for the Most Dedicated Doctor.
Dr. Gratz is an active member of many professional organizations including the American Psychiatric Association, American Medical Association, and the American Society of Clinical Psychopharmacology. She has been appointed and elected to several leadership positions and committees including the Pharmacy and Therapeutics Committee and Chairperson, Performance Improvement Committee at EPPI; and the Drug Safety Monitoring Board at the Drexel University College of Medicine. Dr. Gratz was one of the original 2 Principal Investigators in Philadelphia for CATIE – a research program studying treatment effectiveness and outcomes in schizophrenia. Dr. Gratz has also published several journal articles and book chapters on psychopharmacology particularly focusing on the treatment of Neuroleptic Malignant Syndrome and has been the recipient of several research grants exploring treatment of Psychotic Disorders.

Len Kirby

Len Kirby joined Fairmount earlier this year as the Director of Child/Adolescent Services. As the Assistant Hospital Administrator, he has oversight of our clinical operations, including inpatient psychiatric services, chemical dependency services, and the partial hospitalization program.
Previously, Len worked at a publicly traded youth and family services company for over 16 years, serving as both a clinician and as a manager of services for children and adolescents. Len's clinical experience includes a variety of service lines, including kids with mental illness, girls in treatment, chemically dependent youth, and alternative school services.
While a student at Clarion University, he worked nights as a counselor in Marienville, PA. Upon graduation, he was swiftly promoted to a unit supervisor, and was eventually selected to serve on an operations development team that helped to stabilize struggling programs throughout the United States. In 1999, he became Assistant Director, and eventually Facility Director of a program for adolescent boys with addiction and mental illnesses. In 2008, he moved to Morgantown, PA where he became the Administrator of a secure program for sexual offenders and mentally ill/delinquent males. In this role, Len supervised all facets of the organization, including daily operations, medical services, marketing, human resources, and training/development. He also chaired and implemented the Sanctuary Model, installing a trauma-based curriculum and trauma-informed procedures.

Jerry B. Kosmin, MHA, MS, LPC

Jerry Kosmin joined Fairmount Behavioral Health System in January, 2001 as the Director of the Admissions Department. In April, 2003 he was promoted to his current position as Director of Business Development. Previously, he worked for PennFriends, a managed care organization and was the Director of Mental Health Treatment Services for Horizon House, a large community mental health organization. Between 1991 and 1998, Jerry held various roles with Advantage Recovery Network/PsychResource Associates and last held the position of Practice Director for one of their Intensive Outpatient Program sites in Philadelphia.
Jerry has over twenty years of achievement in the behavioral healthcare industry both in the private and public sector. Jerry is an accomplished marketing/business development director, program/clinical development leader, administrative and fiscal manager.
Jerry graduated from The University of Delaware with a Bachelors degree in Psychology 1989. He then received a Masters of Science degree in Counseling Psychology from the State University of New York-Albany in 1990. Jerry also graduated from St. Joseph's University in 2001 with a Masters in Health Administration. He has been licensed as a Professional Counselor since 2001.

Vance Barto

Vance has been employed at Fairmount Behavioral Health System since January 1997, serving as the Director of Plant Operations. He oversees maintenance, housekeeping, dietary, security, grounds, communications and transportation. He has directed Fairmount through five successful JCAHO inspections. During all major and minor construction projects, Vance manages and serves as the liaison between architects, civil engineers, mechanical engineers and general contractors on all projects, ensuring that buildings meet codes (AIA, NFPA, etc.) and that company guidelines are achieved.
Vance was promoted to Regional Director of Plant Operations in January 2011, assuming oversight of the physical plant and construction operations at another UHS sister hospital in Philadelphia. Vance also serves as the hospital Safety Officer at both facilities to ensure the safety of all patients and employees. He has been a member of the NFPA for over 10 years.
Prior to Fairmount, Vance was employed by ServiceMaster Management Services where he was awarded the ServiceMaster PRT Award in recognition of outstanding operational achievement. Vance's engineering background stems from his training in the U.S. Navy as a machinist mate aboard a nuclear submarine. In this capacity he acquired several Naval Engineering Certificates and four Letters of Commendation for his tireless dedication while onboard the USS Sunfish. |

Theresa Mahoney

Terry Mahoney has been the Director of Human Resources at Fairmount since 2004, specializing in employee engagement, labor relations, and leadership development. She has demonstrated the unrivaled ability to elicit both loyalty and accountability from employees at all levels and in a variety of work environments.
Terry is a seasoned HR practitioner, having worked as a manager for over 20 years at both Temple University and the Temple University Health System.
Prior to Fairmount, Terry was the Director of Human Resources and Labor Relations at North Philadelphia Health System. She attended Mt. St. Mary's College in Emmitsburg, Maryland, majoring in education. |
